The IEEE Standards Association (IEEE-SA) is reconstituting IEEE Standards Coordinating Committee (SCC) 38, Voting System Engineering, at the direction of the IEEE-SA Board of Governors (at its 26-27 February 2007 meeting). This action was taken as part of a multi-faceted plan to provide guidance to the IEEE Representative on the Technical Guidelines Development Committee (TGDC) of the Election Assistance Commission.
The TGDC is charged with developing technical recommendations related to standards for voting equipment. It is
co-chaired by the Director of the National Institute of Standards and Technology (NIST), which indicates that it is viewed by the US government as a standards activity. Hence, it is appropriate for the IEEE-SA to provide the coordination point for determining IEEE positions on the TGDC, while ensuring the effective inclusion of a full spectrum of IEEE interests and a carefully proscribed process for determining positions, reporting them out, and finally communicating back to the IEEE on outcomes of TGDC work.
Therefore, the IEEE-SA is reaching out to interested parties and groups within the IEEE to engage in SCC 38 coordination efforts, with the goal of achieving broad and inclusive input to the TGDC Representative.
The following actions must be taken quickly by the newly constituted committee:
1) Recommendations to the IEEE-SA President of a potential new representative to the TGDC. As the major IEEE stakeholder group, your inputs are essential, and review of candidates will be underway shortly.
2) Recommendation of a new Chair to be appointed by the Standards Board, with the proviso that the Chair and the TGDC Representative be two different individuals.
3) Reorganization of the SCC to formalize its two-part functionality of standards development (e.g., currently IEEE P1622 is in process) and coordination of IEEE positions in the TGDC.
4) Development of a recommended deliberation methodology for positions for the IEEE TGDC Representative; such methodology to be approved by the Standards Board.
